Toronto Newcomer Strategy Evaluation

CCBR is partnering with the Toronto Newcomer Office (TNO) to evaluate the Toronto Newcomer Strategy (2022-2026). The project's purpose is to create a comprehensive evaluation framework and conduct an initial implementation, guided by a Steering Committee composed of staff and key partners, including immigrant and newcomer community members.

 

The TNO, an office of the City of Toronto's Social Development, Finance, and Administration division, leads the Strategy's implementation to improve newcomer settlement and integration. It focuses on enhancing access to City programs and services while aligning with other equity-focused strategies to support Toronto’s most vulnerable newcomer population.

 

The project involves an initial document review that informs a draft theory of change, which will be refined through consultations with relevant City divisions, Local Immigration Partnerships, and other partners. An evidence matrix will be collaboratively developed, leading to the creation of tailored data collection tools, including surveys, focus groups, and interviews. A mini-implementation will test these tools and generate preliminary findings, which will be shared with research participants and partners in a community forum.
